They should create a unlimited bandwidth network within Kuwait. People will be trading within kuwait to gain faster speeds. It would only cost them the amount to interconnect the isps and beef up the data network; that money could come from the bandwidth cost they are saving. In the states it would be illegal to single that out, and a lot Civil Rights agencies would go nuts on em!
