If I remember correctly though there were plenty of PR problems in Hong Kong when they made people wait so long for each ride. Americans have gotten comfortable with that but many other people around the world wouldn't anticipate having to calm their kids through a 40 minute wait per ride. There are a lot of cultural issues that can make it difficult for the whole Disney experience to be enjoyed here. BTW there are plans to build a huge entertainment city in Qatar inshalla so yeah Dubai needs to catch up... Interesting.
