An Arabic version of Wordpress.com (hosted blogs) just poped up. It seems like they are not affiliated with Wordpress.com, but they offer a similar service, in Arabic.
Seems like that they bundled a few plugins and themes, similar to wordpress.com blogs. They also got a support forum.
The address of the blogs set up would be xxxx.arwp.net (which is kinda lame). They could have gotten a better domain name, but nonetheless its a step forward.
It is encouraging to see that wordpress is gaining some popularity with Arabic blogs.
