It looks like its a little messed up these days, i'm glad I graduated after the surge in scholarships. I think its good that they are assigning foreign advisors, the current ones rarely answer the phone, take long breaks, come up with their own rules, and treat you as if you're asking for a favor. You have to chase them around to get what you deserve, calling them many times reminding them of your issue, but the good thing is that you get it in the end.
